Essay

The relevance of the study is due to the problem, the essence of which is the existing contradiction between the need to radically improve the quality of project-oriented public administration in local communities under decentralization, which is possible based on project competencies of local government officials, and lack of proper methodological and methodological -technological support of the specified activity. The purpose of the dissertation research is to substantiate a set of scientific principles for the formation of project competencies of local government officials and the development of methodological and technological support for their development under decentralization of power in Ukraine. The object of the study is the public relations that arise during the implementation of project-oriented activities of public authorities at the regional and local levels under decentralization of power in Ukraine. The subject of the research is the scientific substantiation of approaches to the formation of project competencies of local government officials under decentralization and local government reform. The main results, which have elements of scientific novelty, are the followings: for the first time: a set of scientific approaches and models for the formation and development of project competencies of local government officials based on a modified version of the model of project maturity of local government and a model of improving the professional competencies of local government officials in strategic development management, which determine the need for strategic thinking their acquisition of project management skills, as well as the interrelationships between these processes, in particular through continuous improvement of project activities, its deeper integration into the overall management system and achieving repeatability of project implementation, and will provide incentives and reliability of planned socially beneficial results under decentralization; improved: the conceptual and categorical apparatus of the subject area of the research, in particular, based on the analysis of experience and best practices in the formation of project competencies in the amalgamated territorial communities, the concept of "project competence" is clarified, namely: it is a dynamic combination of professional managerial, legal, economic, analytical and other specialized knowledge, skills, abilities and ways of thinking that integrates the ability to master project technologies, the ability to work in a team, respond quickly to problems and changes in the external and internal environment of the project, think strategically, predict (plan) the expected effectiveness of project activities and take balanced management decisions to ensure effective management of local development projects implemented through relevant strategies and programs; the structure, content and methodological requirements for the application of the project maturity model, with the separation of three levels of maturity (starting; basic standards; managed methodology), the relevant sub-levels and indicators and criteria for assigning local government to a certain level, which creates a basis for ranking self-government within a certain level (sub-level) of the model and a more specific definition of priority areas for the development of project competencies of local government officials and deputies of local councils;  the process of setting and implementing the goals of strategic development of territorial communities through the organization of project activities of local governments, based on the development of collective project competencies, will increase the level of project maturity of local governments; are further developed: principles of the introduction of the strategic management methodology in the local governments' activity, among which, in particular, the principles of universality, uniqueness, the purposefulness of strategic activity are allocated; its continuity, composition, variability, proactivity and timeliness; ensuring self-regulation of strategic management processes and the availability of strategic (problem) thinking, which allow simultaneously to combine the contradictory properties of the universality of processes and the uniqueness of strategic management results, ensure competitiveness and dynamic capabilities of the community; formalization of values and principles of ensuring the success of project-oriented activities of local governments based on substantiation of the role of professional training in the field of strategic and project management of persons involved in the development and implementation of development strategies of amalgamated territorial communities; principles of application of network models in project management in the activities of local governments under decentralization; the methodological and technological support of project-oriented activities of local governments.
