The paper develops an approach to the formation of a state policy for the development of a water economy based on the combined use of methods, namely: administrative (the adoption of regulated water protection measures, the definition of limits on fresh water sampling), economic (the system of fines, sanctions for non-compliance with rules and norms of water use, economic incentives , which carry out works aimed at saving water resources, restoration and protection of water objects, venture financing, diversification of business risks), eco logical (ecological insurance, organization and coordination of work related to the prevention and elimination of the consequences of accidents), which provides interaction of public, private and public institutions on the basis of social consensus and environmental partnership. The essence of the state policy for the development of water management is summarized, with the addition and clarification of the content of the concepts, namely: the concept of state policy for the development of water management, as an effective system of state integrated management of water resources on the basin principle, at the expense of administrative management of inter-basin transfer of water resources in shallow regions, modernization of irrigation systems in cooperation with financial institutions in order to create favorable conditions for public-private partnerships that will prevent To ensure the transparency of the procedure and the quality of water use according to European standards. The approaches to the definition of the paradigm of the state policy of water management modernization are identified: institutional (use of modern approaches, methods in managing river basins, development of ecological strategy, mechanisms for managing catchment areas); technological (improvement of the quality of water resources and water sources, modernization of the infrastructure), which ensures the systematic state regulation in the field of use and protection of water objects. An institutional approach to the implementation of the state policy on the development of water management, as a system of interaction between state institutions (which carry out regulatory policy), territorial communities (which are owners of communal property), business (providing water services), consumers in the following directions: rational water use (optimization use of water resources with an orientation on the nature-saving component); demonopolization of the market (creation of own water supply in a regional context); innovative development (modernization of existing water-supply networks), which will ensure balanced and ecologically safe water consumption. The economic and legal mechanism of the state policy of water industry development is developed, which, unlike the previous one, is based on the approach to the estimation of rent relations, as a system of interaction between the owner of the water fund and water users (to include the rent component in a fee for special use and allocate in favor of the budgets, namely : state, basin administrations, local self-government, funds for the protection and reproduction of water resources (state, basin), and the formation of an institute of regulated rent relations, which Lending sub-institutes - permanent rent, life annuity, life retention with a cost that will allow harmonization of rental relations in the country taking into account the interests of the state, region (river basins), enterprises. The methodical approach to assessing the effectiveness of the state water policy of the regions on the basis of the development of the green economy model based on the criteria: economical (involves a regional assessment of water use based on indicators such as: water use coefficient, transport loss coefficient, rate of discharge of contaminated sewage), fiscal (indicators: fiscal return of taken water, leased water bodies, water consumption of GDP), investment (involves an integrated assessment (index method, volume capital investment in clean waters and reverse the protection and rehabilitation of soil, groundwater and surface water, environmental tax on discharges of pollutants into water bodies) investment support modernization of water complex).
