In the dissertation, using the latest approaches to research, based on the theory of change management in the field of public administration science, the actual scientific problem is solved, which consists in theoretical and methodological systematization and scientific substantiation of the processes of formation and development of the executive service. Ukraine. As a result, the author for the first time developed and scientifically proved an innovative theoretical and methodological model of development of the institution of executive service in the system of public administration of Ukraine,which, unlike domestic and foreign counterparts, is based on: political law, public administration, information and communication and as well as systemic, structural-functional and technocratic (procedural) approaches and the principles of accessibility, voluntariness, equality of the parties, confidentiality, independence and impartiality, which are collectively aimed primarily at ensuring the protection of the rights, freedoms and legitimate interests of individuals and legal entities; determining the fundamental difference between the institutions of public and private performers as key actors in the executive service on the basis of social acceptability, legal capacity, competence, responsibility, etc.; improving the mechanisms (competitiveness, transparency, motivation, control, etc.) of the formation of the institution of private performers.
The dissertation developed and scientifically substantiated an innovative model of reforming the domestic executive service of Ukraine on the basis of change management theory. This model is based on approaches that should help increase the efficiency of the institute of executive service and radically change the determinants in its activities. Common to the basic approaches to the formation of this model is the problem of compliance of public/private performers with the axiological principles as indicators of the quality of enforcement proceedings.
