The dissertation presents a theoretical generalization and a new solution of scientific and theoretical problem, which is to substantiate the theoretical foundations of the formation and development of mechanisms for information security of the state in the system of public governance of Ukraine in the formation of a global information society and proposals for their improvement.
It is established that the processes of globalization and the formation of the global information society raise to a fundamentally new level the issue of information security for people, communities, the state, society at the national and global levels. The classification of the main threats that exist in the information space is proposed and the model of the "threat tree" of the global information space is presented.
It is proved that in the information society and the global information space of information flows, the whole set of information and communication relations and systems of their regulation play a systemic role in the life of human communities and have a decisive influence on the state and dynamics of political, socio-economic, military-defense, spiritual cultural and other components of socio-political life of man, the whole system of public administration of the country. In each of these areas, information security plays an important role, which is increasingly coming to the forefront of overall national security, and this trend will only continue to grow.
The author's integrative definition of the concept of "information security" as a certain sustainable state of society, which provides reliable and maximum possible protection of information needs and interests of individuals, local communities, society and the state, the entire infrastructure of the national information space from the harmful effects of natural and man-made threats. -communication type, aimed at undermining the legitimacy of public authorities and destabilizing the socio-political state system, deformation of socio-power relations, increasing socio-political and psychological tension in society, inhibiting social progress and civilizational development of the state.
It is revealed that information security in the globalized information society plays one of the key roles in the further civilizational development of mankind, because the problem of modern information security means not only and not so much technical and technological measures to protect information systems and networks, protection of the national information sovereignty of the state, information interests of society and man, ensuring socio-political, spiritual-cultural, moral-ethical and other interests of citizens functioning in the information space, stability of the state system and political system of the country. It is substantiated that from the point of view of information security of the individual, society, and the state it is important to form the appropriate information, information-communication and information-worldview system of education of citizens, the formation of modern information culture of society as a whole.
It is proved that one of the key characteristics of the global information space is the gradual movement into the information environment of most geopolitical processes and relations between states, peoples or individual institutions and people. Information and information technologies are increasingly becoming the main weapon in the interstate confrontation, which led to the emergence and extremely rapid development of such a socio-political phenomenon as information wars, which are a qualitatively new radical form of latent and asymmetric geopolitical and domestic political conflicts. interests of the subjects of information warfare, where the main weapons are information, Internet and mass communication channels aimed at the desired change of public consciousness, basic values and political orientations of citizens, political elite and senior management of the opposing state and its information enslavement.
The key problems of information security of Ukraine have been identified, which make our state vulnerable in the information war and are quite actively used in the information war against our state by the Russian Federation.
The model of interrelation of national interests and the state policy of protection of information sovereignty of Ukraine according to which three basic directions of the state policy of protection of information sovereignty of our state which correspond to three groups of national interests of Ukraine in information space are allocated is offered.
