Essay

Based on the results of the evaluation of the annual monitoring system of energy security indicators of the state and the region in Ukraine, a system of annual monitoring of energy security indicators of regions and the state has been developed. Using the method of expert assessments (Delphi method), the limit values of the proposed 18 energy security indicators for forecast assessments of the level of energy security of regions and the state were determined. According to the results of the study, it was possible to develop a modeling methodology to determine the level of use of energy security potential at the regional and local levels using a hierarchical method for classifying the regions of Ukraine. The similarity between the regions was assessed according to the level of use of energy security potential at the regional and local levels, homogeneous clusters were identified. Conditions for quantitative content and, accordingly, practical application of the system of annual monitoring of energy security indicators of regions and the state and assessment of the level of need to improve the mechanisms of interaction between central executive bodies and local governments in ensuring energy security of regions. The use of the method of hierarchy analysis for clustering regions by the level of use of energy security potential, which is available at the regional and local levels according to the rule of integration - full communication and the chosen method of proximity - Euclidean distance. It is established that further research on the use of the method of hierarchy analysis for clustering of regions to determine the levels of energy security of regions can be used in case of increasing energy security indicators with more detailed consideration of energy supply of both regions and the state.
