Essay

The dissertation substantiates the value dimensions of the educational process of civil servants in Ukraine. Furthermore, it obtains new scientific results on expert surveys, Q-methodology, managed visualization, and other tools for researching the value dimensions of the educational process of civil servants in Ukraine. Exceptional features of education that affect public administration have been identified. In particular, education is the basis for forming public values, a means of forming the values of public servants. It was found that the educational process of public servants, among other things, involves the continuous improvement of knowledge of public servants, should be aimed at the formation of leadership competencies and initiative, affects the professional activities of public servants and public service in general. The concept of the "educational process of civil servants" has been supplemented and clarified by considering its value dimensions. The educational process of public servants is based on educational and professional programs, is carried out in the framework of training, retraining, and advanced training of civil servants determines a set of scientific, methodological, and pedagogical measures, is regulated by several legal documents and aims to form public servants, among other things, values. Each of the components of the educational process has value dimensions. Based on the analysis of interdisciplinary scientific achievements of domestic and foreign scientists, the theoretical provisions for the study of values and value dimensions of the educational process are generalized. The concepts of "values", "needs", "meanings", "ideals", "social norms", "attitudes", "value orientations" are distinguished. The value dimensions of the educational process of public servants are studied by analyzing the normative legal acts that define it. A list of values related to the educational process of public servants and public service in general in Ukraine is collected. It is proved that the value dimensions of the educational process of public servants affect their professional activity. The values on which the educational process is based in particular educational institutions in Europe, North America, and Asia are determined. The world experience of measuring values in public administration (Netherlands, France, China, USA, and Ukraine) is generalized. The global trend of finding ways to measure values in public administration is traced. This trend is like cross-cultural research. It is determined that the value dimensions of public servants' educational process and public service are decisive for the idea, style of management that is inherent in a state. Changes in society, global trends in human development lead to changes in models of public administration, which, in turn, can cause conflicts with the values of the "previous" public service. A toolkit for value measurements of the educational process of public servants (in particular, to explore the values of responsibility, freedom, innovation, professionalism, decency, patriotism), which can be used in the development of evidence policies and contains the following methods, methodologies, and tools for measuring values: "Key informants"); survey of public servants using Q-methodology; excellent visualization); evaluation test "Who is good?". Emphasis is placed on the possibility of researching values through the attitude of respondents to humor on relevant topics and the fact that open-ended questions should be provocative. Examples of such questions are given. The advantages and disadvantages of conducting an online survey are emphasized. It is proposed to use the developed tools to obtain data on values, which serves as a basis for the development of evidence-based policies. Central executive bodies that ensure the implementation of public policy in training, retraining, and advanced training of public servants, in particular, recommended: to encourage the measurement of the values of the educational process of public servants by using developed tools and involve NGOs in such research. The directions of further scientific research on this topic are the development of new ways of measuring values in the educational process of public servants and their impact on their professional activities; research on the motivation of public servants to study and self-education; study of correlations between the values of public servants and their decisions in the exercise of professional powers; search for opportunities to apply measurement methods in the exact sciences in the science of public administration.
