The dissertation is dedicated to deepening the theoretical and methodological foundations and developing practical recommendations for state regulation and control in the sphere of land resources utilization in Ukraine.The purpose of the dissertation work is to deepen theoretical and methodological provisions and develop practical recommendations regarding state regulation and control in the sphere of land resource use in Ukraine. The object of the study is the process of state regulation and control in the sphere of land resource use in Ukraine. The subject of the study is theoretical, methodological, and applied aspects of state regulation and control in the sphere of land resource use in Ukraine.The work involved the formulation and solution of a series of tasks, which allowed for obtaining new results or those characterized by novelty. The proposed author's approach to the classification of land resources is based on defining classification characteristics such as economic, legal, social, and ecological blocks, each of which includes a set of classification features. This approach allows for detailed classification and increases the effectiveness of state regulation and control in the sphere of land resource utilization.The functions of land resources have been systematized and characterized to define the role and essence of the definition of "land resources." The main functions identified for this type of resources are as follows: provisioning, developmental, spatial, raw material, productive, ecological, social, historical-cultural, and security functions.The author provides definitions for the terms "state regulation in the sphere of land resource utilization" and "state control over land resource utilization."Generalizing international experience regarding state regulation and control in the sphere of land resource utilization, as well as substantiating proposals for adapting and implementing the most successful measures into domestic practice, is crucial. The proposed instruments can be categorized into two groups: organizational-administrative and economic. These proposed instruments can become integral elements of a comprehensive structural-functional model for improving state regulation and control over land resource utilization in Ukraine.
Proposed strategic directions for forming an effective system of state regulation and control in the sphere of land resource utilization include measures aimed at: increasing the effectiveness of state regulation and control in land resource utilization; enhancing the investment attractiveness of the agricultural sector in the national economy; improving land cadastre management and monitoring of land resource utilization; increasing public participation in control activities regarding land resource utilization through public oversight; enhancing regulation and control mechanisms in the land market; strengthening measures for environmental monitoring and protection of land resources. Implementing these strategic directions can contribute significantly to optimizing the management and utilization of land resources, fostering sustainable economic development, and ensuring environmental sustainability in land use practices.
The comprehensive structural-functional model for improving state regulation and control of land resource utilization takes into account influencing determinants, includes a methodology for assessing effectiveness based on relevant criteria, and is aimed at implementing strategic directions for further developing the system of state regulation and control of land resource utilization.
The rationale for creating a unified digital platform for land resource utilization as a factor in improving the quality of state regulation and control has been substantiated. The main task addressed by such a platform is to create a virtual environment for communication among all stakeholders involved in land use relationships and to enhance the effectiveness of state control measures. This digital platform serves as a centralized hub for data, communication, and monitoring activities related to land resource management, allowing for streamlined interactions, improved transparency, and better decision-making processes in the realm of land resource utilization. The theoretical and practical significance of the dissertation research lies in the fact that the main provisions, results, and conclusions of the dissertation can be applied in the practical activities of state institutions and local self-government bodies to improve regulation and control in the sphere of land resource utilization. The main scientific findings of the dissertation have been translated into practical recommendations and scientific-methodological approaches. The key conclusions and proposals resulting from the research can be utilized in the managerial work of state and local government bodies, in the management activities of local self-government bodies, institutions and departments
