Essay

The dissertation expanded and deepened the theoretical and methodological foundations of the formation, functioning and development of state management mechanisms for the digital transformation of territorial and economic systems, and provided practical recommendations for the implementation of digital tools by public authorities for the exercise of authority, effective development of territorial communities. The idea of the dissertation is based on the applied aspect of solving the scientific task of implementing state mechanisms for managing territorial and economic systems using digital technologies to achieve strategic goals and fulfill declared tasks. The purpose of the dissertation research is to substantiate the theoretical and methodological principles and develop scientific and practical recommendations regarding the formation, functioning and development of state management mechanisms for the digital transformation of territorial and economic systems. The object of the study is the processes of digital transformation of territorial and economic systems of Ukraine. The subject of the study is the theoretical, methodological and applied principles of implementation of state management mechanisms for the digital transformation of territorial and economic systems. A complex of general scientific and special research methods was used to achieve the goal and set tasks of the dissertation work. A systematic approach was used to achieve the defined objectives of the dissertation work. Approaches to the definition of a territorial community are systematized, it is proposed to consider a territorial community as a territorial-economic system, which, unlike existing approaches, is considered as a certain form of social organization, which is characterized by a reproductive character, a certain level of efficiency, balanced use of all types of available resources, association by territorial feature of all subjects in order to achieve the best indicators. The main evolutionary stages of digital transformation in Ukraine, namely: informatization, e-governance and digitalization, were studied, and within these stages, the main contours of state policy, which influenced the formation of administrative processes in public authorities, the development of public services and their provision in electronic form, were systematized. species The author's interpretation of the digitalization of public administration, which should be based on the synergy of digital technologies and orientation to the needs of residents of territorial communities, is proposed. The organizational mechanism of information provision of territorial and economic systems, which is based on the use of digital and communication technologies, has been improved. The substantiation of the key factors influencing the level of digital transformation of territorial and economic systems was carried out, namely: the development of institutional capacity, the level of development of the national economic centers, the introduction of electronic document circulation, the implementation of measures aimed at digital education, the breadth of the representation of the community in the information space, the penetration of basic electronic services. A mechanism for strategic management of the digital transformation of territorial and economic systems has been developed, which is based on the principles of functioning, digitalization, strategic management, includes a methodology for assessing the level of digital transformations, which allows monitoring administrative and demographic indicators, identifying the level of institutional capacity, analyzing the current state of digital infrastructure development, contains directions for improving legal norms regarding the digitalization of territorial and economic systems, and also provides organizational steps for the implementation of digitalization strategies at the level of territorial communities. The conceptual basis for determining the priorities of the public policy of digital development of Ukraine in education, health care, nature use and spatial development, transport, archival affairs, business, in the provision of public services to the population, implementation of state functions, etc., taking into account world trends and Ukrainian realities, gained further development. The practical significance of the obtained results is that the scientific developments presented in the dissertation study expand the theoretical and methodological basis for assessing the impact of digitalization on the development of territorial and economic systems. Specific recommendations can be used in the formation of short- and medium-term development programs of both territorial communities of Chernihiv region and other regions, in the practical work and management activities of executive and local self-government bodies.
