The dissertation is devoted to the theoretical and practical solution of the scientific problem of improving the mechanisms of state management of the system of providing social services and the development of a model of modernization of the mechanisms of state management of the system of providing social services in Ukraine. The paper describes the scientific approaches to determining the essence of the mechanisms of state management of the system of providing social services, the analysis of the study shows that various aspects of the social security system attract the attention of many scientists and researchers of the domestic scientific environment, such as public administration, political science, sociology, economics, etc.
A modernization approach to the monitoring of regional processes affecting the effectiveness of social protection is proposed, and includes the following stages: formation of a system of indicators characterizing the modernization level of the sphere of social services; determination of the levels of development of the region by components, which include: the level of modernization of the economic sphere, the level of modernization of the demographic component, and the level of modernization of employment; determination of weighting coefficients for each group of indicators and calculation of integral indicators, ranking of regions; selection of criteria for classification and grouping of regions in accordance with the level of modernization of the sphere of social services; determination of regional characteristics according to the level of modernization of social services provision of each group of regions, identification of the most important problems of each region.
Scientific approaches to the classification of mechanisms of state management of the system of providing social services are systematized, which, unlike the existing ones, allow to single out a complex state mechanism of management of the corresponding system of service provision, as well as to outline its content, essence and interrelationship of its components in the context of compliance with requirements and standards European Union; increasing the rationality of staffing and the efficiency of the use of budget expenditures for social services by increasing the prestige and social security of the profession of a social worker.
Scientific approaches to the study of European models of interaction between the state and non-governmental organizations in the field of social services (Scandinavian, continental, Anglo-Saxon and transitional) have been improved, which are characterized by a unique set of features that affect the role and contribution of non-governmental organizations in the provision of social services and the mechanisms of financing these services from the state budget.
The problems of implementing institutional mechanisms of state management of social services are identified, namely gaps in budget legislation that violate the equality of social service providers in access to receiving budget funds; the inconsistency of the current legislation regulating the provision of social services leads to the contradiction of legal norms in the conditions of war; legal uncertainty in the field of social security.
The ways of improving the mechanism of state management of the system of providing social services have been determined: bringing the legislative and normative legal acts regulating the provision of social services in Ukraine to the relevant requirements, norms and standards of the law of the European Union, ensuring equal access to budget funds for all subjects of provision social services. The need to develop and improve normative legal acts in the field of budget, economic, civil and tax legislation of Ukraine, which regulate the mechanism of state management of social services, was studied. To increase the efficiency of the use of social services budget funds, the social service system is fully financed by the State Budget of Ukraine and individual items of social expenditures. The mechanism that regulates budgetary legislation regarding the possibility of directing budgetary social expenditures to non-governmental organizations providing social services has been studied. The mechanism of the transition from estimated financing of entities providing social services to direct financing (social order) and the improvement of the payment method, which aims to increase the prestige of the profession and ensure the financial security of social workers, based on the complexity and volume of work performed by social workers, has been studied . The need to improve the assessment of the results of quality social assistance and the certification of social workers in accordance with international standards, the improvement of human resources in the system of providing social services and its harmonization with EU requirements, norms and standards has been determined.
