Essay

Rethinking of social processes takes place as strategic paradigms are replaced. The new vision of socio-political, economic, informational, public-administrative processes today is happening, apart from others, at the expense of the transition from a modernist philosophy to a postmodern model. Postmodern understanding of phenomena and processes is based on the denial of the ideas and principles of modernism and offers its own picture of worldview, universe and world organization. Postmodern public administration aims at enhancing the role of the individual under conditions of governmental decentralization, emphasizing the interconnection of linguistic and non-linguistic constructs, as well as the de-rationalization of the public sphere. The basis for the formation of the postmodern paradigm in public management has become inherent in post-non-classical science indeterminism and nonlinearity. The focus is on complex systems and methods for their managing, inter-system interactions, geopolitical and globalization aspects.
