Essay

In the dissertation, the directions of improvement of organizational and legal bases of formation and realization of public policy of counteraction to information terrorism in Ukraine are theoretically substantiated. Theoretical bases of research of public policy of counteraction to information terrorism in the scientific literature are generalized. The specifics of the implementation of information counter-terrorism policy in the context of modern global challenges and threats, which is the need to accumulate efforts to ensure information security, strengthening the international responsibility of states for the implementation of obligations and procedures for peaceful settlement of information threats. It is proved that the fight against information terrorism, as one of the components of the civilization process, at the international level should have cooperative anti-terrorist activities as a subsystem of national and international security systems. The content of organizational and legal mechanisms of counteraction to information terrorism in Ukraine is revealed, and also foreign experience of organizational and legislative maintenance and functioning of national systems of counteraction to information terrorism for a possibility of its application in domestic public administration practice is analyzed. The main directions of the development of the organizational mechanism are to increase the level of readiness of forces and means of counter-terrorism actors, to organize effective interdepartmental cooperation between counter-terrorism actors and the coordinating body, and to ensure effective monitoring of terrorist threats and forecasting of relevant risks. command-staff and tactical-special exercises and training. It is determined that the legal mechanism allows systematizing legal means of legal influence on public relations, to determine the place and role of a legal remedy in the legal field of society. The foreign experience of identification, standardization, and protection of infrastructure objects is analyzed. This led to the conclusion that the leaders in this area are the management and military structures of the United States and NATO, which not only adequately respond to existing dangers, but also carry out threat forecasting. That is why this experience can be used in the process of reforming the public administration practice of Ukraine in the field of information security. Proposals have been developed to adapt the international experience in managing the anti-terrorist security system, which is to improve the forms and methods of responding to terrorist acts and the mechanism of interagency cooperation between special units of the security and defense sector of Ukraine. The priority areas of formation and implementation of public policy to combat information terrorism in the armed conflict in eastern Ukraine, which should be based on the concept of the state, aimed at uniting the efforts of all components of public administration to combat this phenomenon. The main tasks of the strategy of implementation of public information policy of Ukraine on the occupied and liberated territories on the basis of information reintegration of certain regions of Donetsk and Luhansk regions, affirmation of the legitimacy of the Ukrainian government, and formation of patriotic pro-Ukrainian population connecting its future with Ukraine are formed. A promising model of the national security sector to combat information terrorism has been proposed as one of the priority areas for the development of the domestic anti-terrorism mechanism, which in turn will increase the effectiveness of information security in Ukraine. The coordinating role of this model belongs to the Anti-Terrorist Center of the Security Service of Ukraine. For the first time, it is proposed to supplement the legislative field of the country with the concept of "management link of the state mechanism of counteraction to information terrorism" as a component of the state mechanism of counteraction to this phenomenon.
