The study systematized scientific approaches to the formation of public administration of the health care system. Based on the analysis of the results and conclusions of thinkers on the regulation of the process of providing medical care to people in ancient civilizations, a generalization is made that the first model of health care was determined by a simple commodity-money relationship between patient and doctor, but in connection with the development of society, the complexity of living conditions, the formation of certain economic laws governing the activities of such a model, the need for medical care has increased. Even in the primitive social period, when people were subordinated to a single goal - to ensure the conditions of existence and survival in natural conditions, their activities were associated with the preservation of health. The preservation of their health during hunting, internecine strife was associated with certain gods, amulets, and so on. Health information has been passed down from generation to generation in the form of stories about medicines, including herbal ones.
