In the conditions of decentralization of power, approximation to modern principles of public administration, the purposes and tasks of management of territories are transforming, the basic functions of the territorial organization of the power are realizing, strategies of development of the Ukrainian state are determining.
The relevance of the study of the functioning of organizational and legal mechanisms of public administration in the field of the decentralization of territories is determined by the importance of a comprehensive analysis of the process of radical changes in the political system of Ukraine.
The analysis of the scientific literature showed that, despite significant scientific achievements of scientists and a large number of publications on various aspects of analysis and implementation of foreign experience of decentralization of state power, there were left the problems of legal consolidation of specific advanced European models of government in decentralization and quantitative criteria.
The purpose of the dissertation is to develop the theoretical and methodological principles of the analysis and implementation of foreign experience in public administration in the field of decentralization.
The object of the research is the processes of public administration reform.
The subject of the study is foreign experience in the formation of public administration in the field of decentralization of territories.
The methodological basis of the study is modern theoretical developments of domestic and foreign scientists on public administration. The paper uses a systematic approach as a basic method, which allowed to explore the components of the formation of organizational and legal mechanisms of public administration in the field of decentralization of territories.
The scientific novelty of the results of the dissertation is to achieve new scientific results, which together solve the current scientific problem of developing theoretical and methodological foundations of analysis and implementation of foreign experience of public administration in the sphere of the decentralization. On the basis of the received results new positions which make scientific novelty and consist that in the dissertation work are formulated:
firstly:
- was presented comprehensive study of the structural model of analysis and implementation of foreign experience of public administration in the field of decentralization of territories as an independent direction in the science of public administration, developed a methodological concept of analysis and implementation of foreign experience decentralization of territories in the context of the influence of external factors and institutional challenges, (charters, statutes, ordinances, constitutions, codes, etc.);
improved:
- conceptual and categorical apparatus of the public administration science in terms of clarifying the content of the concepts as "decentralization of territories", "decentralized model of territorial governance and planning", "institutional transformation of public administration in the context of foreign experience";
- the concept of the decentralization of territories in public administration science, which consists the radical changes in the theory of the territorial development management at all levels, implementation of the principles of multilevel management, centralization and decentralization, proportionality and deconcentration based on historical, cultural, socio-economic traditions of regions, countries. unions of states;
have received further development:
- scientific approaches to the adaptation of foreign experience in the traditions of decentralization of territories as a basis for reforming public authorities;
- methodology of structural and functional analysis of the formation of organizational and legal mechanisms of public administration in the field of decentralization;
- organizational and legal bases of formalization foreign practices which introduction creates a basis of implementation of the administrative practices "Good governance" approved and recognized by the international community.
