Essay

The dissertation consists in the solution of a topical scientific problem in the field of public management and administration on the theoretical and methodological justification of the impact of access to essential goods on social stability and national security and the need to ensure the guaranteed provision of the population with these goods as an important task of social function, as well as in terms of the introduction of administrative and legal regimes. As a result of the conducted research, new scientific and practical results were received, namely: the current Ukrainian system of public management of the processes of providing the population with essential goods and the problems were studied that necessitate its improvement in the part concerning the guaranteed provision of the population with essential goods, including in the conditions of special administrative and legal regimes; the necessity of expanding the content of the training system of public administration officials and representatives of civil society institutions on the functioning of special administrative and legal regimes and guaranteed provision of the population with essential goods is substantiated. In this context: we proposed to introduce into the conceptual and categorical apparatus reasonable concepts of «essential goods», which are used to determine the basic part of goods and services of the consumer basket, without which the life of modern man is not possible, as well as «guaranteed provision with such goods», which provides unconditional and the proper fulfillment by the state of its obligations to citizens, in terms of ensuring their sufficient standard of living; we have developed a model of the system of public management of providing the population with essential goods and have substantiated the necessity of modernization of this system in modern conditions. In the work: the evolution of the standard of living and its dependence on the availability of basic necessities is investigated; the necessity of state management by the processes of ensuring the proper standard of living of the population and the functioning of special administrative and legal regimes is substantiated; main issues of interaction between public authorities and the public on the management of the processes of providing the population with essential goods at the regional and local levels were studied; the problems of training of officials of public administration and local government, officials of civil society institutions, enterprises, institutions and organizations involved in the processes of management and implementation of tasks to provide the population with basic necessities were highlighted; practical recommendations and proposals of organizational and legal nature for their solution in state authorities and local governments were formulated. In particular, it is proposed to: 1. Modernize the current public administration system using the principles of European governance, multilevel governance, and regional economic policy of cluster type developed in the EU, as well as training of a public manager – a professional capable of implementing these principles. 2. Improve the system of training of public administration officials by: inclusion in the work programs of bachelors, masters in the specialty 281 «Public Administration» additional study or individual subjects «Local Government», «Organization of local government», «Management of civil protection measures», «Organization of mobilization training in bodies of public authorities «, etc.; inclusion in the topics of advanced training courses for local government officials’ issues related to the organization and conduct of mobilization training and civil protection; introduction of methodical classes and pieces of training within regions on the performance of the tasks connected with the organization of providing the population with the essential goods, including in the conditions of special administrative ‘ and legal regimes into the practice of activity of public management bodies.
