The dissertation develops new scientific provisions, which allow to solve the current scientific problem in the field of science 281
– public management and administration on the theoretical and practical justification of ways to improve the mechanisms of
state language policy formation and implementation in Ukraine. The stages of state and legal bases formation and development
of state language policy formation in Ukraine are investigated in the work, its maintenance is revealed and the basic components
are characterized; the current state of organizational and legal support is analyzed and the complex mechanism of formation
and implementation of the state language policy in Ukraine is substantiated; the world practice of conducting language policy in
polyethnic countries is generalized and the main problems of language relations regulation in Ukraine are singled out according
to the results of sociological research; approaches for improvement of separate mechanisms of state language policy realization
at regional and local levels are offered (including using of marketing technologies) and also recommendations for improvement
of speech-communicative competence of public authorities representatives on a professional direction are concluded. The
dissertation substantiates the complex mechanism of state language policy formation and realization in Ukraine which: first, will
provide formation and realization of the basic components of the state language policy: policy of language relations regulation
and protection of citizens' language rights, and also policy of development, protection and maintenance functioning of the
Ukrainian language as the state language; secondly, it consists of the following main elements – specific mechanisms of public
administration: political, regulatory, organizational and social; third, it is based on the principles of scientific substantiation,
objectivity, integrity, coherence and clear coordination of actions; fourth, it is able to ensure the implementation of state
language policy at all levels of government. The paper proposes the improvement of mechanisms for the implementation of state
language policy at the regional and local levels by substantiating approaches and methods of improving their functionality,
including the program-target method, the method of project management, the transfer of delegated powers etc.; the methodical
arsenal of public authorities for the state language policy formation and implementation has been expanded, which is
supplemented by marketing technologies (language marketing, branding / re-branding, social advertising, publicity) as methods
of promoting and popularizing the Ukrainian language; the process of increasing the level of linguistic and communicative
competence of public authorities representatives in the professional direction through the application of human-centered,
competence-based, professionally oriented approaches to its organization has been improved. In the dissertation there was a
further development of research and generalization of problems of language policy realization through carrying out of
sociological interrogations for development of practical offers concerning directions of its improvement; outlining the problems
of the "linguistic aspect of globalization" in connection with the intensive process of Ukraine's European integration as a priority
development landmark; study of historically determined reasons for the existence of bilingualism in the state, conflict language
situations, opposition to the introduction of new norms of Ukrainian language protection (as the state language) etc. in order to
develop a strategy of soft counteraction to these social phenomena. The concepts of "state language policy of Ukraine",
"mechanism of state language policy realization" are specified, which in the formulations are supplemented by the direction of
ensuring the protection and development of the Ukrainian language as the state language. Key words: state language, nation,
