Essay

The dissertation research is devoted to the solution of an important scientific and practical task of determining cultural and educational characteristics of public administration innovative transformations and developing recommendations for their practical implementation. Analysis of scientific literature on innovative transformations of public administration and systematization of legal documents governing professional training of civil servants and officials of local government and self-government, has allowed to identify gaps and weaknesses in the regulatory subsystem of public reform, to formulate a hypothesis of the research on the need to introduce cultural and educational aspects in the processes of reform changes of public authority. It is proved that in order for public administration to be able to perform its functions in relation to the strategic orientations of Ukrainian society, it must undergo qualitative changes, which must be based on new vectors of innovative development. On the one hand, the introduction of innovations in public power must comply with the basic principles of social modernization and focus on creating conditions for self-actualization of society. On the other hand, innovative development should ensure the effectiveness of public authorities, reorienting them to the needs of society and citizens. According to the results of the study, it is proposed to improve the perspective 4-vector model of organizational culture of the civil service of Ukraine, which, in contrast to the existing ones, includes: 1) focus on social goals and values; 2) formation of effective management behavior patterns; 3) high legal and social status of civil servants; 4) personnel management of state bodies through the formation and development of a system of values, the most important of which are legality, professionalism, initiative, transparency, impartiality in the performance of official duties. Its implementation in practice allows taking into account the specifics of social processes, formation of traditions, symbols of respect for the profession of a civil servant; development of the competitive environment as a condition for the growth of professionalism of employees; maintaining as priority values of the professional knowledge, skills and abilities and the stability of the position of civil servants related to their development. The author improves the approach to developing the mechanism of cultural and educational support of public administration innovative transformations based on detailing its structural elements in terms of theoretical, methodological and practical aspects, the implementation of which allows transition from traditional management procedures to the new e-government technologies, as well as increasing the efficiency of government and self-government through decentralization of powers. Proposals for improving the theoretical-methodological foundations for determining the strategic vectors of cultural and educational support for innovative transformations of public administration using a competence-based approach allow obtaining integrated results in reforms based on strengthening staff motivation and integration of all educational, professional and cultural activities. The systematization of the tools of innovative transformations of public administration in terms of concretization of tools, principles, methods, approaches of innovative personnel management, which allows to increase the efficiency of public management, has been further developed in the work. The author clarifies the definition of the “mechanism of cultural and educational support of innovative transformations of public administration”, which suggests a comprehensive system of managerial influence on civil society, which ensures implementation of innovations in public administration based on the use of cultural and educational space to achieve progressive co-evolution of social development. The author clarifies the definition of “strategic vectors of cultural and educational support of innovative transformations of public administration” under which proposes to understand such complex areas of conceptual, institutional, methodological (including instrumental) and other innovative transformations in the field of public power, based on public, educational, cultural and universal values and aimed at ensuring sustainable development of the country. The author’s proposals and recommendations set out in the dissertation research are of practical importance and can be implemented in the field of public administration in the implementation of administrative-territorial reform on the ground, namely: in the development of strategies, programs and plans of the regional level, as well as in the training of civil service professionals to improve the transformation processes in public administration.
