The qualification work determines the level of scientific development of research issues and establishes that many scholars have considered in their work the general and specific aspects of effective governance in local government, public administration and management, but there is there is an urgent need to implement a systematic approach to e-government in the activities of local governments and local communities, to develop measures for the practical implementation of local government and ensure citizen participation in governance processes. The specificity of the study of e-government methods is the fact that the theory of public administration (as well as management in general) does not always keep up with the practical field, development and implementation of information technology in management. Analysis of the international experience of different countries shows the inevitability of democracy in a developing society and rejection in those countries that are in a state of stagnation. The main concepts and categories of e-government and democracy, as well as methods of implementing e-surveillance in public administration are studied in the work. Interpretation of e-government and related concepts as form and method of public administration which is used in local governments to improve the quality of public administration, ensuring high quality management decisions is improved. Further development was given to the conceptual and categorical apparatus of e-government, in particular, the interpretation of the concepts: “e-government”, “e-democracy”, “information resources”, “digital transformation”, “digitalization of governance”, “architecture of e-government”, “e-government platform” The theoretical and methodological bases of the system of public administration of territorial communities and the concept of “electronic democracy ” is defined as purposeful activity of local government bodies which ensures optimal functioning and development of relations with society and indiviaduals, efficient and rational use of land resources within the territorial community are generalized, in order to socio-economic development of community territories, ensuring the functioning of cjmunication and relations and land rights of community members. Normative-legal provision in the system of land resources management is analyzed and it is established that for further development of the system of land resources management at the level of territorial communities it is necessary to improve the norms of the current legislation. Problems of formation of the system of management of information resources of territorial communities, among which legislative unresolved issues between installation, are revealed. The directions of optimization of land resources management, which provide for the implementation of a set of works according to a certain scheme, are substantiated. The state of land resources of communities as an investment-attractive resource of their territories is analyzed. It is established that the investment attractiveness of land can be determined by assessing it according to certain criteria. The choice among them is made in each individual case and depends on the purpose for which the land can be used as an operating basis or means of production. The peculiarities of land use within the community are revealed. The main provisions of self-government control as a management function of local governments, aimed at compliance with the provisions of land and other environmental legislation on the use and protection of land within the territorial community are reasoned.
