The dissertation theoretically substantiates the cooperation of public authorities with international organizations and provides practical recommendations for improving the interaction of public authorities with international organizations in the implementation of democratic reforms in Ukraine.
Improving ways to increase domestic social capital and economic opportunities aimed at developing cooperation in partnership to meet the public interests of Ukrainians, civic initiatives and self-organization in the following areas: cooperation with international governmental organizations, international NGOs, international associations and other actors, international relations, participation in the work of international organizations, bodies and associations; improving the regulatory framework both in the country and in each region in the field of international and foreign economic relations; monitoring the implementation of existing agreements on cooperation with foreign authorities, national entities and administrative-territorial entities of the state, analysis and evaluation of the results of their implementation, generalization and systematization of positive experiences, development of research programs and recommendations for improving this activity; ensuring access of public authorities to information on the preparation and implementation of projects; improving the mechanisms of public interaction with public authorities by stimulating public activity; intensifying work on further raising the investment rating and creating a positive image, including through the development of cultural, scientific, educational and other humanitarian ties; creation of exchange of information and experience in the implementation of state policy in the field of social services and the use of modern innovative technologies to improve the management of labor and employment.
Suggested ways to improve the effectiveness of cooperation between international organizations and the authorities, through such actions as: harmonization of Ukrainian and EU legislation on the implementation of cross-border and international regional cooperation projects; strengthening the economic direction of cooperation with EU regions in the framework of the European Neighborhood Policy and relevant bilateral cooperation agreements; approaching the realization of the transit potential of the regions through the development of infrastructure; formation of a common market within EU regions for their participants in order to support the sale of products of regional producers; improving international cooperation, finding effective economic incentives to attract foreign investment capital, which will allow technical modernization of Ukrainian enterprises and increase the competitiveness of their products in both domestic and international markets; modernization of information and analytical support and transition to practical introduction of control over the effectiveness of the development of international cooperation at the regional level, taking into account the priority of observing Ukraine's economic interests under any external conditions.
Provided recommendations on improving the systems of international cooperation, such as: further harmonization of Ukrainian and EU legislation in the field of cross-border and international regional cooperation, strengthening economic cooperation with EU regions within the European Neighborhood Policy and bilateral cooperation agreements, development of infrastructure in order to realize the transit potential of the regions, promoting the sale of products of regional producers through the creation of a common market for participants in Euroregions, deepening international cooperation and creating effective economic incentives to attract foreign investment capital, which will help the technical renewal of Ukrainian enterprises and achieve increased competitiveness of products in domestic and international markets, improvement of information and analytical support and the beginning of the practice of monitoring the effectiveness of the development of international cooperation of the regions, taking into account the priority of compliance with the economic interests of Ukraine under any external conditions.
Proposals for the introduction of a national coordination mechanism have been further developed. given the division of responsibilities and powers; coordination mechanism between all participants in the cooperation, namely: state administration, local governments, local organizations, entrepreneurs, volunteers, media, agencies, researchers, western researchers and leading Western experts.
