Moisiiakha A. Development of mechanisms for implementing state policy in the social and humanitarian sphere

A source review of the discourse field of the mechanisms of implementation of socio-humanitarian policy is carried out, the essence and content of the scientific category "socio-humanitarian policy" are determined. The necessity of definition of mechanisms of realization of the state policy in the social and humanitarian sphere in wide and narrow aspects is considered. It is established that the mechanism of implementation of state policy in the social and humanitarian sphere has a typical structure, but its specific areas of application are very different, and they depend on public authorities that use them to achieve national socio-humanitarian policy. The process of institutionalization of mechanisms for the implementation of state policy in the socio-humanitarian sphere is described. It is substantiated that today the issue of optimizing the institutional support of state policy in the socio-humanitarian sphere has not been resolved. It is argued that the institutionalization of state policy in the socio-humanitarian sphere is regulated in accordance with the requirements of current legislation of Ukraine, including various aspects and subsystems of the socio-humanitarian sphere.It is substantiated that the institutionalization of the process of public management of public relations is an independent area of ​​government that requires an empirical dimension of the problem. Institutionalization of state policy in the social and humanitarian spheres of Ukraine is one of the main and most important aspects of various forms of its effectiveness. The main content of the obtained scientific results is outlined, in which an alternative vision of the current theoretical and applied task is proposed, which is to develop ways to improve the state socio-humanitarian policy in Ukraine. In the dissertation the analysis of improvement of mechanisms of formation and practical realization of the state policy in the social and humanitarian sphere with use of modern methods of scientific research is carried out.
