The dissertation is devoted to the further development of theoretical and methodical support and the development of practical recommendations for improving the organizational support of the resource capacity of the regions of Ukraine with public-private partnership tools.
The definition of the essence and content of the concept of "resource capacity of the region" has been improved, which is considered as a general indicator of the resources, reserves, means and sources available in a certain territory (in the region, community). The connection between the development of regional theories and the expansion of the range of resources and factors affecting them was established, from spatial and economic, which mattered at the beginning of the formation, to social, environmental, innovative, managerial, inclusive, etc., which are decisive for the modern development of territories. On this basis, the classification of theories of regional development on the basis of "resource use" is proposed. The methodical approach to the grouping of resources according to features is proposed, which, using an assessment of causal relationships between spatial, economic, knowledgeable, managerial, social and environmental resources, allows to determine and evaluate the ability of both each of the resources and the species as a whole. The methodical approach to assessing the resource capacity of the region is developed, which allows, on the basis of analysis and evaluation of all resources of the territory, to identify capable and incapable and, through the use of public-private partnership tools, to create conditions for their further development and growth, taking into account the mutual impact of some on others. The scheme of organizational support for the use of public-private partnership tools in the management of regional development is formed, which, establishing the relationship between authorities and private structures, forms the resource capacity of the region and ensures the development of the territory and satisfies the interests of the parties.
