Essay

Object: public regulation of training in the higher education system. Objective: The study is to determine the prerequisites, basic characteristics and mechanisms for optimizing public regulation of training for public administration in the higher education system of Ukraine. Methods: The theoretical and methodological basis of the study were modern system methods: patterns of system development and system of activities. With the help of deductive and historical methods, the theoretical and historical principles of the genesis of the system of personnel training for public authorities and local self-government in our country and its public regulation are summarized. The structural and functional approach was used to clarify the place of this phenomenon in the staffing of reforms in the public sphere. Applying a system-model approach, a modern model of public regulation of the system of professional education of public managers is proposed. Results: determined by the personal contribution of the author in solving current scientific problems in the field of public administration science and administration, which is to determine the specifics and areas of optimization of public regulation of training for public administration in higher education in Ukraine. Novelty: public regulation of professional education of managers is defined as a process of creating optimal conditions for the formation of professional competence in the field of public administration and administration in the course of its acquisition by subjects of higher education. Public regulation of professional education of managers is presented as a complex mechanism of its functioning and development in the form of an integrated model design. Improved: understanding of the direction of development of the domestic system of professional education of public managers from a specialized system of training to a system of specialized training of managers within a single system of higher education. Defining global directions of development of effective systems of professional education of public managers, on which the domestic system should be guided: priority of practical training with preservation of fundamental professional education; use of teachers on the basis of a combination of their pedagogical and practical-managerial competencies; meaningful reorientation of public management education from the field of social sciences to business and management with emphasis on the social specifics of management; harmonization of the content of professional education of public managers with the qualification requirements for positions and the criteria of professional competence defined by them; formation of leadership qualities of public managers in the context of sociocentric values ​​and ethical standards; constant monitoring of the effectiveness of educational programs. Received further development: determining the specifics of public regulation of higher professional education of public managers as a subject of study, which is determined at the intersection of management of transformational processes in education and public administration. Understanding of public regulation of professional management education as a complex mechanism for ensuring the professionalism of management staff, the main components of which are the institutional approach to the regulatory process.
