The dissertation presents the solution of the current scientific problem - substantiation of theoretical foundations and determination of practical areas for improving the mechanisms of professional training of local government officials. The urgency of solving the scientific task of the dissertation research is due to the problem, which is characterized by inconsistency of the level of professional competencies of local government officials with the tasks and goals of local governments. In the conditions of decentralization transformations and strengthening of the role of local self-government bodies in the system of public administration, introduction of effective mechanisms of development of local self-government officials through professional training can become a basis for finding new mechanisms for solving complex managerial problems The main results, which have elements of scientific novelty, are as follows: first: - conceptual principles of professional training of local government officials as a separate type of professional training of public servants on the basis of cluster approach in the context of innovative teaching methods (storytelling, action-learning, basket method, DGBL and other methods) improved: - conceptual and categorical apparatus of the subject area of research, in particular the concept of "educational cluster" is systematized and the author's definition of "educational cluster of vocational training of local government officials" is proposed as a territorial network of stakeholders and technologies and elements of educational infrastructure in vocational training of officials local self-government, whose activities are based on the positive synergetic effects of the educational agglomeration; - periodization of the formation and development of the system of professional training of civil servants, heads of local state administrations, their first deputies and deputies, local government officials and deputies of local councils, with emphasis on professional training of local government officials. received further development: - systematization of research on professional training of local government officials, in particular, research in which professional training of local government officials is considered as a separate type of professional training of public servants; - systematization of legislation in the field of professional training of local government officials; - scientific provisions on the development and improvement of the legal framework in the field of professional training of local government officials, both at the national level and at the level of individual territorial communities.
