In the dissertation work the theoretical substantiation of public management of
innovative development of the sphere of employment of the population is carried out
and practical recommendations on improvement of activity of public authorities in
this sphere are developed.
It is established that in the new socio-economic conditions in Ukraine the
urgency of public management of innovative development of employment is
growing, as increasing the competitiveness of the national economy is impossible
without radical changes in the reproduction and effective use of human labor.
To overcome such negative trends as high unemployment, low dynamics of job
creation, imbalance in the structure of supply and demand of labor, to which were
added such challenges as Russian military aggression, occupation of Crimea and
Donetsk and Luhansk regions, pandemic COVID-19, growth of labor migration,
improvement of the employment management system and introduction of innovative
type of employment, which is characterized by flexibility, dynamism, efficiency,
provides constant updating of the content and forms of employment, realization of
educational and creative potential in the field of labor, creation of new types of work.
It is argued that the study of public management of innovative development of
employment requires the development and implementation of measures aimed at
forming an innovative model of employment, implementing new approaches in
public management of employment, identifying urgent needs for labor and their
adaptation to current labor market trends. request for training, retraining of specialists
in various fields of activity on the basis of modern educational technologies.
The main tasks of public administration bodies in the field of employment in
Ukraine are formed, which include: development of scientifically sound forecasting
of processes occurring in the labor market, formation of appropriate strategies,
current and long-term employment programs; coordination of interests of all subjects
of management of employment process; stimulating the processes of socio-economic
development to solve employment problems; reorientation of the course of solving
social problems to the expansion of the labor market, organization of assistance in
providing or finding work to all who wish to work; monitoring and analysis of
employment policy results; control over the implementation of certain tasks.
It is determined that the purpose of public administration in the field of
innovative development of employment is to create conditions for maximum
employment by legal, economic and administrative-organizational methods of
regulation, improving the quality and competitiveness of the workforce, promoting
innovative employment.
The concept of public management of innovative development of employment
as an activity of public authorities aimed at ensuring productive and efficient
employment is formulated; achieving balance in the labor market; creation of new
jobs and constant retraining of specialists in accordance with the current needs of the
innovative economy, the development of innovative activities based on the concept of
«Industry 4.0»; increasing labor productivity and strengthening the competitiveness
of the workforce through the introduction of systemic legal, organizational and
economic changes.
It is established that the main principles of public management of innovative
development of employment are the principles of stability, system, adequacy,
balance, legality, priority of achieving full, productive and freely chosen
employment, harmonization of interests of employees, employers and society,
complexity. It is proved that the methodological principles of employment policy,
relevant for Ukraine, should include the principle of subsidiarity, as in the context of
decentralization should change the subordination of goals, objectives of employment
management at the state, regional and local levels.
It is proved that public management of innovative development of employment
in the conditions of transformational changes is carried out taking into account the
current socio-economic situation of Ukraine and involves inclusive labor market, its
adaptation to demographic change, productivity, active support of new skills, skills
and development both working and future professionals, ensuring social protection of
the population from unemployment.
The main functions of public authorities in the field of employment
(prognostic-target, organizational-legal, coordinating-regulating, motivationalstimulating, consolidating, informational, social, controlling, corrective) and
mechanisms necessary for the implementation of employment policy and its
innovative development are systematized. normative-legal, organizational,
motivational, informational). A complex mechanism of state regulation of innovative
development of employment is proposed.
