Essay

The first chapter of the dissertation reveals the application of the theoretical foundations of global initiatives in the prevention of corruption in the system of public administration. The author are described the conceptual basis for understanding the processes of preventing corruption in the public administration system. A comparison of the content of conceptual approaches to preventing corruption in foreign and Ukrainian science has shown some differences. A large number of the latest theories and concepts have been developed in foreign science and practice since 2003, when international documents were supported by most countries in the world. Ukrainian researchers in the science of Public Management and Administration give more attention to the processes of preventing corruption and introducing foreign experience, rather than concepts and theories. The dynamics of the definition of «global initiatives» is shown in the context of anti-corruption processes, which is due to the formation of specialized anti-corruption institutions and their role in the public administration system. This section demonstrates that in the context of global initiatives, countries around the world can provide assistance in several areas: practical direction; information and educational direction; rule-making direction. An important mechanism of the process of influencing global initiatives is the internationalization of anti-corruption processes, where international organizations play a key role. Models of anti-corruption institutions in the system of public administration are characterized from the standpoint of the experience of foreign countries and the peculiarities of its implementation in Ukraine. The features of such models in different countries, which are reflected in different types. The second section demonstrates solving the problems of implementing global initiatives in the process of preventing corruption in the public administration system. Tools for influencing global initiatives on anti-corruption processes are classified in this section. The results of comparing the classes of initiatives and the practice of their implementation in Ukraine are shown in this section. The main tools for influencing global anti-corruption initiatives implemented in Ukraine are also demonstrated in this section. The author's classification of tools to prevent corruption is based on the analysis of international documents. The impact of global initiatives on the formation of Ukrainian legislation on preventing and combating corruption relates to the definition of "corruption", which is taken from international documents and has a wide range of legal definitions. The author of the dissertation details and systematizes the main directions of implementation of global initiatives to prevent corruption in the public administration system. The author formulates proposals for reforming anti-corruption legislation in Ukraine, establishing practical international cooperation that will help harmonize the domestic legal system with the positions of relevant international acts. The third section demonstrates ways to optimize anti-corruption processes in the context of global initiatives in the public administration system. The directions of implementation of foreign practice of collective action in Ukraine are revealed in the context of global initiatives implemented on the basis of the UN Global Compact. The essence of the introduction of such practices is to promote public-private partnerships in anti-corruption actions through the involvement of government, the public and business in a dialogue based on shared responsibility. The implementation of foreign practice of collective action is in the following areas: raising awareness of collective action to prevent and combat corruption; promoting dialogue between stakeholders to improve the investment climate in Ukraine; involvement of strategic partners in specific collective actions. The practice of implementing regional and local anti-corruption initiatives has been studied in the system of public administration. The transition from the traditional governance model to the «social accountability» model is based on the impact of global initiatives. EU anti-corruption initiatives in Ukraine are being implemented through pilot projects. The author of the dissertation research analyzes projects, programs and communication activities and presents the main directions of influence of regional and local public organizations on anti-corruption activities in Ukraine. Modernization of certain mechanisms is necessary taking into account the impact of global initiatives, in particular: the integrated mechanism; organizational and personnel mechanisms; regulatory mechanism; information and technical mechanism. The author's proposals are formulated on a system of measures to support anti-corruption actions based on the impact of global initiatives.
