Yushchenko M. Optimization of administrative services provided in registration of civil status acts.

In the dissertation, the theoretical generalization is carried out and the decision on the concrete scientific and applied problem which consists in the revealing of directions to improve the mechanisms of rendering administrative services in registration of acts of civil status is offered. Within this task, for the first time, the conceptual foundations of the strategy for the development of administrative services in civil acts registration, aimed at strengthening the interaction of public authorities and civil society, the formation of a service-oriented state based on existing foreign experience. For the first time in the science of public management and administration, the features and nature of administrative services in state registration of civil status are studied, which provide identification and individualization of the citizen. That allowed us to develop the optimal model of their provision on a multilevel basis and develop recommendations for improving the procedural and technological aspects of administrative services in state registration of civil status. The functioning of normative-legal, administrative-organizational, and financial-economic mechanisms in providing administrative services in the registration of civil status acts is singled out, and strategic goals, principles, methods, and tools of realization are determined.
