Essay

The dissertation is a comprehensive study that substantiates the theoretical and methodological foundations of the study of mechanisms of coordination of activities of state authorities in the sphere of external relations, and based on an analysis of foreign and Ukrainian experience of applying mechanisms of coordination, scientifically grounded proposals for improving these mechanisms in Ukraine are proposed. For the first time, the author uses seven key criteria of coordination of the activities of public authorities in the sphere of external relations: (1) the Ministry of Foreign Affairs is legally authorized to execute the function of coordination of the activities of public authorities in the sphere of external relations; 2) the legally binding requirement of the public authorities to receive approval of the Foreign Ministry on foreign visits, negotiations, public statements, etc.; 3) the obligation of the public authorities to inform the Foreign Ministry about the content of their official contacts with foreign officials; 4) inclusion of diplomatic missions representatives in the official delegations of public authorities during their visits to the country of residence; 5) the obligation of public authorities to report to the Foreign Ministry on the results of their participation in international events abroad and in the country of residence; 6) ways of coordination of international activity of local self-government bodies; 7) the procedure for preparation and approval of directives) for the analysis of a foreign experience of coordination of activities of state authorities in the field of external relations of 30 states of the world and Ukraine.
