Essay

The thesis substantiates the theoretical and methodological principles of managing the quality of personnel selection for the civil service and develops practical recommendations for their improvement in the context of ensuring the effective functioning of the civil service in modern Ukraine. The structural and logical scheme of the dissertation work is built on the basis of the following scientific and research blocks: analysis of the theoretical and methodological principles of quality management of personnel selection for public service; diagnosis of the peculiarities of managing the quality of personnel selection for public service in modern Ukraine; substantiation of directions for improving the quality management of personnel selection for public service in Ukraine. For Ukraine, the problem of researching the peculiarities of managing the quality of personnel selection for the civil service, which is in a state of permanent reform and adaptation to the civil service standards of European countries, is currently being updated from several positions. Firstly, for a long time in Ukraine, there has been a decline in the quality of personnel selection for the civil service, which is reflected in the form of a decrease in the level of general professional competence and responsibility of civil servants for the implementation of certain power strategies, their inability to respond to changes in time and manage them, lagging behind advanced social development trends and adaptation to today's challenges in the field of public administration in general. Secondly, the fact of a rather low reputation and trust in state authorities in Ukraine as an employer brand remains undeniable, which significantly complicates the selection of truly worthy and professional personnel for positions related to the performance of state functions. Thirdly, the deployment of the Russian war against Ukraine from February 24, 2022 further “exposed” the problem of the institutional capacity of the civil service, primarily in the context of the quality of personnel selection, as well as the effectiveness and efficiency of its functioning in the civil service under the legal regime of martial law. This problem acquires no less importance in the context of the future post-war reconstruction of the country, which will require highly professional, responsible and competent public management personnel. The relevance of the study of the peculiarities of the management of the quality of personnel selection for the civil service is also significantly enhanced by the real steps of Ukraine on the way to European integration, which determines the need to use international standards in this area. All of the above actualizes the scientific and practical significance of the topic, goal and task of the dissertation. The purpose of the dissertation is to substantiate the theoretical and methodological principles of quality management of personnel selection for the civil service and to develop practical recommendations for their improvement in the context of ensuring the effective functioning of the civil service in modern Ukraine. To achieve the set goal, a set of scientific tasks is defined in the work. The object of the research is social relations that arise in the process of managing the quality of personnel selection for public service. The subject of the study is the management of the quality of personnel selection as a factor in the effective functioning of the civil service in modern Ukraine. Modern scientific methodology, which is based on the dialectical method of cognition, as well as systemic and institutional approaches, was used in the dissertation to implement the research goals and objectives.
