The thesis solves an urgent scientific task of obtaining new scientifically based results in the field of knowledge 28 "Public management and administration" regarding the improvement of the organization of information and analytical support of public administration of regional development in Ukraine on the basis of the latest theoretical and methodological approaches, international standards and global trends in this area, aimed at increasing the effectiveness of public administration decisions in the field of regions` development.
The first section of the thesis is devoted to the theoretical and methodological foundations of the organization of information and analytical provision to public administration of regional development, in particular, the section discloses basic concepts, summarizes the essential characteristics of information and analytical provision of public management of regional development, performs a functional analysis of the components of the system of information and analytical provision of effective public administration of regional development.
The second chapter analyzes foreign practices of the organization of information and analytical support for public management of regional development and key characteristics of the current state of the organization of information and analytical support in Ukraine. It was established that non-governmental institutions, whose network in Ukraine is quite developed, play a significant role in the information and analytical provision of public administration of regional development. However, their overall efficiency in terms of participation in the information and analytical provision of regional administration still remains at an inadequate level.
Analysis of the practices of information and analytical provision of public management of regional development in the USA, Finland, Poland, New Zealand and others, as well as the EU, showed that the uniqueness of regional development problems of various states require special information and analytical provision of approaches to their solution and the corresponding organizational and legal conditions of information and analytical work.
Based on the results of the analysis of foreign experience, the following tools for informational and analytical support of public management of regional development are proposed to be used in Ukraine in the future: toolkit of road maps; stimulating the exchange of experience and best practices between the regions of Europe by awarding prizes based on the results of competitions; scientific-research seminars with the involvement of people with various competencies and experience, including people from backward regions, rural and border areas; periodic sociological surveys of citizens in the process of formation and implementation of regional development strategies; integration of big data; shared data management.
The third section contains proposals for the model of modernization of the system of information and analytical support to the public administration of regional development. Such a model covers subsystems of human potential development, institutional development, and technological development. Each subsystem is characterized by relevant directions and tools for the modernization of information and analytical support, including improving the competence of specialists in information and analytical support to the public administration of regional development; ensuring the appropriate level of motivation of public managers for high-quality information and analytical support of the activities of public authorities; involvement of research institutions in the management of regional development; adaptation of the mechanisms of information and analytical provision of public administration of regional development to the conditions of war and uncertainty.
In addition, according to the results of the study, the third chapter substantiates that the approaches to the organization of information and analytical provision of public administration in the world mainly have a global integrative character and increasingly involve the use of digital technologies, the openness of data, updating methods of providing information, and are generally oriented towards ensuring sustainable development. These approaches reflect international standards and should be taken into account in the process of developing and implementing domestic public policy in the field of regional development.
Scientific novelty obtains new scientifically based results that solve a specific scientific task - improving the organization of information and analytical support for public administration of regional development in Ukraine based on the latest theoretical and methodological approaches, international standards, and global trends in this field.
