The dissertation substantiates theoretical and methodological approaches and methodological, practical recommendations for the development of information and communication support for sustainable democratic governance in the context of digital transformation for the effective implementation of public administration reform in Ukraine. The communication strategy of the central body of executive power (on the example of the Ministry of Justice of Ukraine) based on the principles of democratic governance (governance through consent, rule of law, separation of powers, justice, system, accessibility, transparency, self-regulation, population participation, subsidiarity, universality) digital by default, one-time input, default compatibility) and key communication channels (websites, social networks, television, print, digital media / platforms, radio, external media, media, personnel communications, call centers) . Implementation of the proposed communication strategy will increase trust, increase public interest in government activities, increase awareness, public awareness, improve relations with the target audience, optimize the work of the apparatus towards democratic governance in conditions of sustainable development. The priorities of the central executive bodies are highlighted: development of a unified infrastructure for informatization of the civil service system through the introduction of modern information technologies in the civil service management system, including the national database of electronic affairs of civil servants, integrated electronic document management system, improvement of web resources and IP technologies. . The implementation of these measures will help increase the level of mastery of information and communication technologies, create conditions for the introduction of continuing education; dynamic updating of the content, forms and methods of teaching with the use of modern means.
