The thesis provides a scientific substantiation of theoretical aspects and develops scientific and practical recommendations to improve the efficiency of information cooperation in the field of integrated border management on the path of Ukraine's integration into the European community, membership in the EU and NATO in the context of russia`s armed aggression the against Ukraine, in the context of fundamental transformations in the external and internal security environment of Ukraine, which together solve scientific problems in the field of public administration regarding the scientific and practical justification of organizational and legal mechanisms to ensure information cooperation in the sphere of integrated border management for the implementation of state policy on ensuring border security of Ukraine. A systematic analysis of the state of scientific development of the theoretical and legal framework that regulates information cooperation in the integrated border management of Ukraine was carried out. Based on this analysis, the dissertator established that the peculiarities of the formation and implementation of organizational and legal mechanisms to ensure information cooperation consists of purposeful, designed for an extended time, the activity of the subjects of integrated border management in the field of ensuring border security, related to border management, crisis management and political forecasting during determining the goals and priorities of the activities of state authorities, the competence of which includes issues of ensuring the border security of Ukraine, coordination of the actions of other executive powers in these spheres, to minimize threats to the national security of Ukraine at the state border, to create conditions for the territorial restoration integrity of Ukraine within internationally recognized borders and integration into the EU and Euro-Atlantic security structures. The concept of legislative regulation of information cooperation in integrated border management should be defined as a form of legal influence exercised by the state on information relations in integrated border management to streamline, consolidate and ensure them. The author's approach to the interpretation of the essence of categories in the field of knowledge, "Public management and administration," by clarifying the essential characteristics of such concepts as "information cooperation" and "information cooperation in integrated border management", is proposed. The organizational and legal mechanisms for ensuring information cooperation in integrated border management have been improved, which in their content can provide more effective coordination in all types of activities of integrated border management, which are under public control, acting together at the state border and within the state, optimally using national resources, ensuring the border security of Ukraine, the development of foreign economic relations and international trade. These mechanisms also facilitate the movement of people and goods across the state border, the introduction of reliable cooperation and coordination at the intra-agency, interdepartmental, and international levels, as well as with the private sector, the key result of which is the readiness and capacity to protect the external borders of the EU within the state border of Ukraine after the acquisition of full membership in the EU. The problematic issues arising during the process of information cooperation in integrated border management and related to the activities of the established virtual contact analytical centres were identified. The identified problematic issues should be levelled to increase Ukraine's border security efficiency. The analysis of the foreign experience of the functioning of the system of information cooperation in integrated border management in the border agencies of the EU member states was carried out, which made it possible to establish that the primary goal of the further development of information cooperation between the subjects of integrated border management should be to promote the deepening of operational interagency information exchange (in particular, in real-time mode) and wide use of the results of joint risk analysis between subjects of integrated border management, which implement the state policy of Ukraine in the field of border security.
