The dissertation theoretically summarizes and solves the problem of the theoretical and practical foundations of state regulation mechanisms in the sphere of mine action safety culture formation, the development on this basis of the main applied approaches to their improvement and substantiation of methods of information and communication interaction for the safe life of the population in territories contaminated with explosives subjects. Realized research tasks provide an opportunity to formulate such conclusions and recommendations. Achieving the specified goal made it necessary to characterize the genesis of state regulation in the sphere of mine action safety culture formation, and to systematize the foreign experience of mine action regulation. The assessment of the influence of regulatory and law-making activities on the formation of the organizational mechanism of state regulation in the sphere of mine action safety culture formation was limited, and the methodological aspects of managerial and educational innovations in the sphere of mine action culture formation at all levels of education were outlined. Conceptual approaches to the development of a model of an information and communication system for the formation of a culture of mine safety are defined, which involves not only informing, which is common for static websites, but also continuous communication with users. After all, we consider the formation of a mine action safety culture as a communicative space in which the implementation of various communicative strategies and practices is possible. Communicative practices provided by an interactive space can include participation in collaborative projects, such as crowdsourcing (for example, the Association of Sappers of Ukraine), recommendation services of the Ministry of Education and Culture of Ukraine, the State Emergency Service of Ukraine), folksonomy (Facebook, Instagram, Pinterest). Emphasis is placed on communication, considering interactivity as a constitutive feature of social media. The proposed model makes it possible to trace the interrelationships between its elements, to find out the impact of the development (or lack thereof) of one of them on the rest, and to determine directions for increasing the efficiency of the use of information technologies in the formation of a culture of mine safety. The object of the study is the state regulation of mine action, and the subject of the study is the mechanisms of state regulation of the formation of the safety culture of mine action in Ukraine. The methodological basis of the work is general scientific methods of research and special methods based on modern scientific principles of management, economics and related sciences. The research methodology was based on a systematic approach, the methodological specificity of which is determined by the fact that it focuses the research on revealing the integrity of the object and the mechanisms that provide it, on the selection of various types of connections of a complex object and their reduction into a single theoretical picture. The author used a number of scientific methods, in particular: general scientific methods made it possible to investigate the organizational and legal foundations of mine action. Thus, the method of content analysis, or terminological analysis, was used during the disclosure of the content of the concepts "state regulation", "mechanism of state regulation", "mine prevention activity" and the definition of the concept of "mine safety culture", the structural-functional method – during the study of the state regulation in the sphere of mine protection as a whole set of elements, a set of relationships and connections between them and as a process that has specific functions. The method of system analysis made it possible to describe the system of legal regulation of mine action activities and to highlight the components of organizational support for the formation of a culture of mine action safety. With the help of the method of comparative analysis, the peculiarities of the legislation and the organizational basis of mine action systems in the EU and in Ukraine were revealed, and on this basis, proposals were developed regarding the adaptation of domestic legislation to European and ways of reforming state regulation in this area. The forecasting method is used for the scientific substantiation of the improvement of state regulation in the sphere of formation of the safety culture of mine countermeasures. The dissertation also uses general logical research methods: analysis, synthesis, deduction, induction, generalization, analogy, etc., and, in addition, such methods as analysis of documents, situations, statistical data, management decisions, etc.
