The research proposed a solution to the current problem of substantiating the
theoretical foundations and developing practical recommendations for improving the
public regulation of environmental safety in Ukraine. Achieving the specified goal
made it necessary to solve such tasks as to systematize the main tasks of the formation
of public regulation of environmental safety and to analyze the organizational and
economic mechanism of ensuring environmental safety. In the course of the study, an
evaluation of the ecological-legal mechanism of public regulation of environmental

safety was carried out and methodical aspects of the formation of public regulation of
environmental safety were outlined. The directions for improving the mechanisms of
public regulation of environmental safety were substantiated, and the ways of forming
the goals and principles of public regulation of environmental safety were determined.
The object of research is public regulation of environmental safety in modern
conditions, and the subject of research is public regulation of environmental safety
in Ukraine.
A complex of general scientific and special methods based on modern
scientific principles of public administration, economics and related sciences was
used to achieve the set goal and solve the tasks stipulated by it, to ensure the
scientific validity of the research and its results. The research methodology is based
on a systematic approach, the methodological specificity of which is determined by
the fact that it focuses the research on revealing the integrity of the object and the
mechanisms that ensure it, highlighting various types of connections of a complex
object and summing them up in a single theoretical picture. In particular, the
sociological method was used to more accurately measure and evaluate the processes
of formation and mutual influence of environmental safety systems and the
development of the state policy of Ukraine in the field of the environment. With the
help of the hypothetical-deductive method, the methodology of the dissertation work
was formed, which made it possible to formulate the hypothesis of the research, to
build heuristic models of public regulation of environmental safety of Ukraine. The
method of structural and functional analysis came in handy when systematizing the
mechanisms of public regulation of environmental safety of Ukraine, and the use of
comparative methods made it possible to carry out a comprehensive analysis of their
condition; using the statistical method, the real state of the researched object was
determined, and the prognostic method - the components of the functional-target
model of public regulation of environmental safety of Ukraine. The theoretical and
conceptual method determined the direction of the research, embodied in the

analysis of the functions, structure and parameters of the object, and made it possible
to propose strategic directions for improving the public regulation of environmental
safety in Ukraine.
The normative and information base of the dissertation was made up of the
laws of Ukraine, decrees of the President of Ukraine, resolutions of the Cabinet of
Ministers of Ukraine, normative documents of the state authorities of Ukraine, the
Ministry of Environmental Protection and Natural Resources of Ukraine, the results
of the author's personal studies, as well as foreign and domestic scientific sources
on the researched issues.
