Ziuzia O. Development of the state security system of Ukraine: organizational and legal aspects

The thesis conceptualizes priority directions for improving the organizational and legal foundations of the development of the system of ensuring the state security of Ukraine (SESSU). The scientific novelty of the obtained results lies in the fact that the new scientific propositions were gained in the thesis and the results were obtained, which jointly allow for solving the task, deemed as urgent for the domestic science of Public Management and Administration, of substantiating theoretical provisions and methodological approaches, developing practical proposals for projectoriented management of the institutional development of the SESSU in the conditions of a dynamic security environment, which creates the basis for scientifically based political, legal, and organizational construction of the SESSU. The degree of scientific elaboration of the problems of project-oriented management of the institutional development of the SESSU has been established in the thesis. The conceptual and categorical apparatus of the problems regarding the development of the SESSU has been improved by developing a categorical model of project-oriented management of SESSU, as well as clarifying the concept of "state security" and introducing into scientific circulation author's formulations of individual concepts: "system of state security," "system of ensuring state security," "organizational security of the state administrative space," "reactive response to threats to state security," "proactive response to threats to state security," "development of the system of ensuring the state security of Ukraine," "projectoriented management of the SESSU development," "political and legal design of the SESSU," "structural and functional design of the SESSU," "spatial and temporal design of the SESSU," "organizational design of the SESSU," and "operational and action design of the SESSU."
