The work is devoted to deepening the theoretical foundations, improving methodological provisions and developing scientific and practical recommendations for formation of Ukraine’s economic security in the context of modern global challenges.
The thesis improves the scientific and theoretical approaches to the study of economic security of the national economy in the global environment. The author establishes the dualistic nature of the influence of the modern global environment on the formation of economic security of the country.
Based on the analysis of the complex interaction of challenges, threats and risks, the author proposes a decomposition of the plane of their network interaction by functional components (economic, political, legal, socio-cultural, technological, environmental), which provides a comprehensive identification of the economic security factors and the possibility of their consideration in the risk assessment system and allows: to develop a plan and algorithm for preventing, identifying and responding to risk events, identifying potential vulnerabilities and threats; efficiently plan and allocate resources; prioritize risks, focusing on critical areas of vulnerability; classify risks by probability and degree of impact, determining the most appropriate measures and forms of control; minimize losses from potential risks and threats.
Through systematic identification and classification of global processes that affect the national security environment and should be taken into account in security monitoring systems, it is proposed to group them according to the following features: sequence of manifestation in each empirical case, sectoral coverage and the possibility of manifestation in different areas of the security environment, the possibility of prediction and the degree of openness of manifestation, the author substantiates the allocation of the following components in the structure of the modern global process: general globalization, international legal, pandemic, which determine the current nature of transformations in the global security environment.
An improved methodological toolkit for assessing the level of risk of security development of the country is proposed, which allows to provide a quantitative and qualitative assessment of the conditions for the development of the national economy in terms of the impact of risks and threats. Based on the risk-oriented approach as a significant component of the national economic security system, the author improves the regulation of risk assessment and management procedures at the national level by implementing interrelated stages, among which, in addition to the standardized assessment stages, it is proposed to distinguish the stage of security risk profiling, the practical result of which will be the creation of a National Security Risk Assessment Profile.
The author identifies the anti-social nature of the shadow economy, which poses a threat to economic security, and improves the theoretical and methodological foundations for studying the shadow economy by systematizing the theories and concepts of the shadow economy in a logically consistent and historical evolution. The existing methodological framework for studying the shadowing of economic activity is developed, which is determined by the previously substantiated principles of structure, adaptability, networking, duality, common motivation and complementarity with the official economy, and which proposes to include the following principles: polystructure, multilevel, permanence, which allowed to determine the organizational models for combating economic crimes depending on the areas of offenses.
Based on the results of an expert survey, critical analysis of the strategic development of the security sector, taking into account the conditions of martial law and the needs of post-war reconstruction of the national economy, practical recommendations are proposed for the formation of an effective system of permanent monitoring of economic security Ukraine in the context of global challenges, which includes monitoring the level of security (integrated security index, individual security indicators), monitoring security threats - external environment factors (general globalization, regional, economic, socio-demographic, natural and environmental, information technology, political, ideological and military, cultural and civilizational, religious, pandemic, international legal) and internal factors, the implementation of which will not only increase the reliability of forecasting the level of economic security, but also contribute to the early detection of signals indicating the need to revise and adjust the relevant strategy.
