Yukalo V. Public Administration in the Field of Application of Programs of Assisted Reproductive Technologies in Ukraine

The dissertation is a systematic study of the complex of modern issues of public administration in the field of application of assisted reproductive technology programs in Ukraine. This work highlights topical issues in the field, namely the following ones in modern Ukraine: the lack of political will to solve existing issues; the lack of statistical data on the use of ART in the non-state sector, which makes it difficult to collect an evidence base for making informed management decisions; minimal legal regulation of public and administrative relations regarding the use of ART; the lack of state control over the provision of medical and non-medical services related to the use of ART; grey market of ART services, irregularity of procedure and standards of their provision; the level of staffing support (the lack of qualified specialists at the primary level of providing medical care, employment and prevention of loss of the level of qualification of ART specialists among doctors – internally displaced persons; the lack of qualified paramedical personnel), restrictions on access to equipment and medicine (financial, organizational, logistical ones); unsolved bioethical challenges regarding the research limits, surrogate motherhood, donation, etc.
