The purpose of the dissertation is to substantiate the theoretical foundations of ensuring the interaction of public authorities with institutions of civil society and to develop scientific and practical recommendations for improving the mechanisms of their interaction in conditions of decentralization of power.
The object of the study is the processes of interaction between public authorities and institutions of civil society.
The subject of the study is the theoretical and practical aspects of the implementation of mechanisms of interaction between public authorities and institutions of civil society in conditions of decentralization of power.
Research methods. General scientific and special methods became the theoretical and methodological basis: system analysis; abstraction; induction and deduction; content analysis; systematization and generalization; induction and deduction; comparison; prognostication; modeling.
The scientific novelty of the obtained results is disclosed in the following provisions:
for the first time:
- a conceptual model of building mechanisms of integrative interaction of public authorities and civil society institutions in Ukraine is proposed, the basic construct of which is the consolidating effect of the systematic use of modern information and communication tools, which in a complex action stimulates citizens and public associations to intensify their activities; contributes to increasing the level of trust in the government and strengthens its authority; provides an effective solution to socially important problems due to consolidation of efforts, as well as carrying out a set of actions for monitoring, analysis of problems and selection of options for state-management decisions;
improved:
- conceptual provisions for the development of mechanisms of interaction between public authorities and institutions of civil society, which are aimed at strengthening social trust, increasing the level of political and legal education and culture, and provide for the presence of political will to change;
- the toolkit of the mechanism of information and communication interaction, the complex action of which ensures openness, efficiency, clarity, accessibility, comparability and interoperability of public information and is the basis for the functioning of mechanisms of public participation in public administration, as well as monitoring and control over the implementation of administrative decisions;
- a comprehensive approach to improving the mechanisms of interaction between public authorities and institutions of civil society, which is based on the provisions of anti-crisis state management, which ensures a deterministic connection between successes in implementing the principles of good governance and the level of development and potential of civil society, and also enables effective to implement the distribution of levels of participation of civil society institutions in state management activities in the matrix "informing - holding consultations - dialogue - partnership";
received further development:
- directions of implementation of the experience of developed democratic countries in ensuring the interaction of public authorities and institutions of civil society, which in complex actions allow to ensure a high level of activity of an experienced public, high-quality conducting of expert and analytical work, a high level of social standards and the quality of social services;
- the categorical apparatus of the science of public administration by clarifying the essence of concepts: civil society institutions are considered in the work as a system of subjects and objects of public administration, which are endowed with the rights to defend the interests of their representatives and society in general, as well as to participate in the development and implementation of management decisions . Among such institutions are public associations, charitable, religious, professional, creative, business associations and unions, self-organization bodies of the population, mass media; it is proposed to consider the mechanisms of interaction of public authorities as a complex of forms, methods and tools aimed at the effective functioning of the system of relations between public authorities and the authorities in general, on the one hand, and civil society institutions, on the other; which act as an equal partner of the state in solving socio-economic;
The dissertation consists of an introduction, three sections, conclusions, a list of used sources and appendices. The total volume of the dissertation is 267 pages, of which the volume of the main text is 231 pages, the list of used sources includes 248 names, 5 appendices.
