Tarasova O. Innovation and investment support for the development of ecologically oriented economy.

In the conditions of the rapidly growing limitation of natural resources and ecological benefits, changes in technological systems, the development of an ecologically oriented economy turns into a decisive factor that determines the vector of transformation of the global economic space and establishes a new qualitative content of the national economy. In line with the concept of sustainable development, there is a continuous improvement of technologies and the establishment of stricter environmental standards that regulate economic processes. In the first chapter, based on the study of the evolution of scientific views on the problems of the interaction of economic systems with the environment, it is proved that the concept of sustainable development became a legitimate expression of the evolution of scientific thought, which influenced the discussion of new models, marking the transition to a new vision of the priorities of global socio- economic development through the solution of global problems. This led to the change of the traditional resource-consuming model of the economy to an ecologically oriented model (Green Economy) – as a basis for ensuring the sustainable development of economic systems as opposed to traditional economic growth. In the second chapter, the causes of instability and contradictions in the formation of the methodological apparatus for researching the problems of the development of ecologically-oriented economy in the domestic scientific discourse are revealed, on the basis of which the criteria for the systematization of scientific approaches to the assessment of the development of an ecologically oriented economy are substantiated, in particular: depending on the interpretation of the essence of the concept of «sustainability»; depending on the meaning of the concept of «development»; depending on the perspective of the study of economic systems; according to the components of ecologically oriented sustainable development. In the third chapter, it is proved that modern Ukrainian scientists have different approaches to the formation of the composition and specification of the elements of the management mechanism in both innovative and ecological spheres. Under the mechanism of management of innovation and investment provision of ecologically oriented development of the economy offered to understand a complex of elements aimed at coordinating the activities of subjects and structural units in the process of implementing ecological innovations to ensure ecologically oriented development of the economy in the long term. The central element of the proposed management mechanism is a system of innovation and investment support for ecologically oriented development – a set of components (subsystems) involved in the process of implementing ecological innovations with the corresponding connections between them, which, according to the defined functional powers, ensure the ecologically oriented development of the economy of Ukraine. The proposed management mechanism combined the main stages and processes of a complex management algorithm for adjusting the directions of environmentally-oriented development of the economy of Ukraine. The conceptual content of the proposed mechanism consists in generating a positive synergy of interaction of all its elements. In the organizational aspect, the process of managing innovation and investment support for ecologically-oriented development of the economy is aimed at finding, making and implementing management decisions according to the priorities of the ecological sphere and must be built taking into account the functions of planning, organization, motivation, accounting, analysis and control, the implementation of which consists in application of the methods and principles selected by us. The energy-entropy regularities of innovative development processes are considered, taking into account the space-time context; a description of innovative development as a systemic phenomenon using the functional is proposed; a model of innovative development based on the «black box» model in a certain space-time cross-section within the natural-economic system is proposed; an analysis of action parameters that determine the energy consumption and entropy of innovative processes was carried out and the key ones were highlighted. An algorithm for strategic planning of ecologically oriented development of the natural economic system was developed based on the proposed approach and the content of its stages was considered. To demonstrate the principled possibility of solving practical problems based on the developed algorithm, its implementation was tested on the example of the Cherkasy region.
