The dissertation is devoted to the substantiation and deepening of the theoretical, scientific and methodological foundations and practical recommendations for the institutional development of the digital economy in modern conditions. The object of the study is the process of institutional development of the digital economy in modern conditions. The subject of the study is a set of theoretical, methodological and applied aspects of the institutional development of the digital economy of Ukraine.
The work formulates a number of provisions, conclusions and recommendations, which are characterized by scientific novelty. Scientific research was carried out on the basis of general and special methods of scientific knowledge.
The scientific and methodological basis of the structuring of the digital economy based on an integrative multidisciplinary approach has been revealed, which, unlike the existing ones, makes it possible to outline the contours of the structure of the digital economy taking into account systemic, institutional, functional and sectoral aspects and allows expanding the toolkit of digital economy research. This approach provides an understanding of the digital economy as a dynamic and innovative landscape of the digital space, which is the result of the interaction in various sectors of various factors, which include the development and implementation of innovative technologies, changes in institutions and the institutional environment, transformation of social, economic and cultural processes; allows to single out the vectors of development of the digital economy to achieve stability and sustainable development of the economy, global integration, defense capability and security, social integration, digital inclusion.
The following structure of the digital economy has been determined, taking into account the current situation, prospects and priorities of the development of the world and Ukraine: digital technologies, digital products, digital infrastructure, digital labor market, digital MilitaryТech products, cyber security, cyber systems, digital platforms, digital education and training, digital work power, digital culture, digital ethics and law, sustainability and environmental friendliness.
Scientific provisions have been developed regarding the knowledge of the institutional nature of the digital economy and the logic of its development through the use of the methodology of institutional analysis and the substantiation of a stable connection between the development of institutions and progress in the field of digital technologies, which form the theoretical basis for managing the processes of digital transformation in the economy and society and, unlike available, make it possible to clarify the institutional foundations of the digital economy, which form the basis of the formation of civilized social relations in society, and to determine the directions of the institutional construction of the economic system to ensure the strategic goals of the development of society, economic growth and increase the welfare of the population.
The institutional foundations of the digital economy have been clarified, among which specific ones have been identified: creation of incentives for increasing the efficiency of social production based on digitization, orientation to knowledge, digital form of representation of objects, virtualization of production, availability of digital information and communication, development of digital infrastructure, development of digital products and diversification of its species, digital security.
A theoretical generalization of the content of individual definitions that make up the category-conceptual apparatus of the institutional development of the digital economy by means of the author's clarification has been carried out. «Digital economy» is defined as an institutional system of development, production, sale and consumption of digital products, which is based on digital data, technologies and infrastructure, is formed within the institutional framework of the local / global digital space, develops through the transformation of the elements of the institutional environment, aimed at supporting and stimulation of innovations, integration of digital products into broader socio-economic processes, effective application of digital technologies in all spheres of economic and life activity.
