The dissertation studies and substantiates complex of social and pedagogical circumstances in which family as the institution of person's up-bringing and socializing could realize its the most important functions taking into consideration modern reality. On the basis of author's criteria, sociological, psychological and pedagogical analyses of up-to-date family status have been done and characteristics of its functions, structure and typology have been provided; the role and importance of family communication and peculiarities of work with parents have been studied; peculiarities of junior school children up-brining were discussed; dynamics of the regional development of the given problem has been shown; ways and stages of improving of parents pedagogical culture, reasonable correlation of family and state education and technologies of cooperative activities between parents and professional educational specialists have been declared. The state policy in questions of family development and strengthening has been presented.
