Essay

The thesis is devoted to the research of actual aspects of the problem of organization of education of the gifted junior pupils of the USA. The results of the foreign and native investigations of the essence and structure of intellectual abilities, which can be applied in intellectual stratification of junior pupils and organization of their differentiating training have been generalized. On the ground of the results of analysis of theoretical investigations of scientists the approaches to interpretation of the essence of "giftedness" and "talent" notions have been systematized. It is indicated that in the scientific - pedagogical and psychological literature the scholars determine the qualitative changes in general and special abilities as depending on the velocity of improvement of the functions of genetic and social pedagogical factors in the certain periods of individual's life. The theoretical basis of practiced models of identification of the gifted pupils constructed on base of combination of diagnostic procedures and pedagogical observations have been defined in dissertation. The great importance in their application has the scientific accompaniment of organization of effective training of the gifted. In particular, in the USA the recommended strategies to the teaching of the gifted junior pupils provide the active use of definite models of their search. According to analysis of theoretical and practical background of the most famous scientists of the USA concerning the education of the gifted, the main tendencies of realization of education policy of the government, based on the democratic principles have been revealed in the process of scientific investigation. Namely, they provide the possibilities for every pupil for the realization of his personal intellectual potential. The main regulative factors of education of the gifted junior learners have been formed. Their essence is in the placing responsibility for the identification and adequate training of the given pupils on the higher educationalestablishments. The universities competing for the spheres of influence, for the identification of the gifted children have the particular importance in this process. The approaches to the creation of the optimal conditions for education of the gifted have been analyzed in the thesis. The funds and organizations financing the introduction of educational programs have been determined in the results of scientific research. The investigation of the theory and practice of organization of education of the gifted pupils convinces of the fact, that the state bodies allot grants and rewards for material stimulation of acceleration and enrichment strategies in teaching of the gifted children. The contribution of the native scientists to the development of theoretical basis of organization of teaching of the gifted junior pupils has been shown and the possibilities of application of positive experience of the USA in the educational process of the elementary school of Ukraine have been defined.
