In dissertation research scientifically grounded and it is approved model of attestation of leader of general educational establishment; certain organizationally-pedagogical principles of its practical realization. A qualimetric submodel which carries out the role of tool and has an inferior function in relation to the general model of attestation of leader of educational establishment is developed. Upgrading universal secondary education is well-proven in a region by introduction of the developed model on the basis of the selected organizationally-pedagogical principles in administrative practice of attestation of leaders of general educational establishments. For development of administrative competence leaders and preparations of skilled reserve of general head masters of region geared-up the proper scientifically-methodical recommendations. The results of dissertation research are inculcated in administrative activity of general educational establishment’s expert advices and expert commissions of the system of universal secondary education of the Chernigiv and Kharkiv regions.
