Object of research: process of formation and development of labour potential of the administrative staff. The purpose of dissertational work is improvement of theoretical and scientific - methodical bases of maintenance of system of formation and development of labour potential of the administrative staff and development of scientific - practical recommendations on their realization. Methods of research: a dialectic method, a method of deductive logic, methods of the system analysis and generalization, a method of expert interrogation, a method многокритериального a choice of alternatives. Theoretical results: will consist in development of a complex of theoretical, scientific - methodical and scientific - practical recommendations concerning improvement of system of regulation of social - labour relations in national economy. Practical results: will consist in a deepening of theoretical bases of formation and development of labour potential of the administrative staff on makro-, mezo-both microlevelsand development of scientific - practical recommendations concerning directions of organizational - economic regulation of formation and development of labour potential of the administrative staff. Scientific novelty: for the first time: the organizational - economic mechanism of formation and development of labour potential of the administrative staff is developed; the algorithm оценивания labour potential of the administrative staff is offered; it is advanced: the maintenance of concept « labour potential of the administrative staff »; definition of concept « professional competence of the modern head »; have received the further development: model of professional competence of the modern head.
