Thesis for Candidate of Science degree in speciality - 13.00.06 "The theory and methods of educational management". - University of Educational Management of the Academy of Pedagogical Sciences of Ukraine. - Kyiv, 2010. The research is dedicated to the creation of scientifically based predictive model of quality management training heads of educational institutions in rural areas. A number of problems in the management of heads of rural schools, organizing of the educational process at In-Service Teachers Training Institutes concerning problems of implementation of competence approach to the formation and development of managerial professionalism, forming a rich educational environment is described in this paper and the necessity of building a predictive model of adaptive management processes by quality training taking into account peculiarities of rural areas is proved also. Determined that the quality management training heads of educational institutions in rural areas is determined by creating the right conditions, the current regulatory process based on monitoring results and providing these results to training heads of educational institutions in rural areas that meet the characteristics of their activities, educational needs and requests. The model of quality management training heads of educational institutions of rural areas, factor-criteria evaluation model of quality management based on methods of Qualimetry is developed. The study has been demonstrated using a model of quality management training heads of educational institutions of rural areas, offered recommendations for technology implementation of this model.
