Essay

The subject of investigation is the process of management of the labour activity at the small-scale building enterprises. The purpose of investigation is the theoretical justification of ways of improvement of the effectiveness of the personnel labour activity of the small-scale building enterprises on the basis of development of the personnel. The methods of research are system and process approach, functional objective analysis, abstract logical analysis, statistical analysis and method of expert qualimetry. The practical importance of the obtained results consists in the reduction of the basic theoretical and methodical regulations to the specific recommendations; the development of practical instrument for the assessment of the personnel development activity; the justification and empowerment of the labour stimulation on the effectiveness of the labour activity management at the enterprises of the building complex. The scientific novelty of the obtained results is that first the conceptual basics of increasing of the effectiveness of the labour activity of the small-scale building enterprises, that are based on the using of the nuclear tunicary model of the personnel that allows to differentiate the methods of labour stimulation, have been justified. The theoretical regulations concerning the management of the personnel development by means of justification of possibility of using the system of stimulation of eight principles of the quality management in the capacity of methodological procedures; the methodical approaches to the development of the stimulation system on the basis of focusing on the activity for the elimination of demotivation factors; the methodical approaches to the analysis of the management system by means of implementation of the mechanism of the assessment of its quality using the motivational profile of the personnel; the conceptual approaches to the personnel development assessment, have been improved. The terminological apparatus of the social economical mechanism of management; the conceptual basics of the management of the personnel development by means of formation of the special stimulation fund and its allocation according to the matrix of the employee development assessment, have been further developed.
