Essay

The subject of investigation is the processes of socio-economic development of the region. The purpose of investigation is the development of scientific and methodical approaches and practical recommendations for the formation of the strategy of the labour market development in the region by means of increasing of the quality and stable human potential. The methods of investigation are historically logical method, analysis and synthesis, economic and statistic, graphic, sociological and analytical methods. The practical importance of the obtained results consists in the improvement of the quality of the regional labour market by means of increasing of human development index, taking into account the particularities of socio-economic development of the region. The scientific novelty of the obtained results is that first the conception of social responsibility for all the members of society in order to change the behavior of the groups of people for the better for the achievement of the social harmony in the society, has been justified; the model of formation of the strategy of the labour market development of the region, has been developed. The approaches to the analysis of formation of scientific opinions on the role of the person in the formation of the labour market of the industrial region; the scientific principles for the definition of the organizationally economic model of the regional labour market; the system of management of human resources of the enterprise; the principles of approach to the disclosure of interaction of the labour market mechanism with the elements of socio-economic system of society, have been improved. The recommendations upon examination of the components of the essence of the conception of "labour potential of the region'; the methodical approach to the calculation of the human development index by means of account in the current methodic of the indicator of the scientific-technological progress, have been further developed.
