Karpenko T. Forming and use of skilled potential of national economy

The object of the research: process of forming and using of skilled potential of national economy; purpose of work: subsequent development of theoretical bases and methodological aspects in reference to forming and using of skilled potential of national economy and providing of practical recommendations regarding realization of purpose; the methods and apparatus of research: monographic, analysis and synthesis, induction and deduction, analysis of the systems, taxonomical analysis, classification-analytical, statistical analysis, expert estimations, cross-correlation regressive to the analysis, graphic; the theoretical and practical results: there were done the definition of «skilled potential of national economy» as constituent of labour potential, which is examined through the aggregate of capabilities of persons, amount of employment person in a public production, and also registered unemployed, which are have such main characteristics as professional preparation, qualification, the proper competence and creative capabilities; there were described structural-logical model of forming and using of skilled potential of national economy which include next steps: harmonizing and specifying the essence of the stages of forming skilled potential and enlarging his traditional characteristics with including additional characteristics such as cognitive, motivational and experimental, with consider of spheres of his use in a national economy; there was deeply developed the procedure of segmentation of demand and supply at the labor market with the help of clarification the stages of providing the segmentation according to the existent normatives and laws; there was done the classification of macroenvironment factors which affect forming and using skilled potential and their efficiency due to emphasizing inside traditional groups of factors the additionally offered groups; the methodical providing of evaluation of skilled potential of national economy was developed with the calculation of integral index, which shows modern necessity of national economy in skilled potential; the programmed-aimed approach was formed due to increasing of efficiency of forming and using of skilled potential according to necessities of national economy; the extent of implementation: the main results are inculcated into practical activity of Dnepropetrovsk regional state administration, National center of aerospace education of young people named after O.M. Makarova, Honoured consulate-general of Turkey Republic in Dnipropetrovsk, and were used in an educational process Dnepropetrovsk national university named after Oles Gonchar in the educational disciplines such as «Management of personnel» and «business-planning»; sphere of using: forming and using of skilled potential of national economy, educational process
