Object of research - development processes and the use of human capital. The aim of the research - scientific substantiation of conceptual approaches to the development and use of human capital at the national and regional levels, of methodological tools of his assessment. Methods of research - statistically-economic analysis and generalization, comparative analysis and groups, mathematical modelling, calculation, social survey and classification, systematization and groups, synthesis, induction and deduction. The practical importance of obtained results have conceptual approach and methodological provisions that determine the improvement of the further development and use of human capital at the national and regional levels. Scientific novelty of the results is that for the first time has developed a model of the system for management of the national human capital at the national and regional levels, the essence of which consists in the following: definition of the institutional-organizational components, the effective functioning of the mechanisms which will promote the development of the knowledge society and the economy on the innovation model, an increase in national wealth. Improved conceptual framework for the research of the economic category "human capital" in the framework of the differentiation of concepts"human resources", "intellectual capital", "human potential", as well as highlighting the concepts of "quality of human capital"; conceptual provisions on the development and use of human capital on the basis of scientific justification for the five-level model, which is taken into account the impact of globalization and integration, and, accordingly, its levels, mechanisms, instruments and indicators; methodical approaches to the estimation of human capital on the basis of the determination of efficiency of use of human resources for its development as a complex indicator. Have received the further development of the concept of the influence of the factors of the development and use of human capital at the national and regional levels; generalization on the basis of established research of regularities concerning the conditions of use of the human capital at the national and regional levels, the overall situation in these matters with the countries of transitive economy and policy, regulations on the components of human capital with the allocation of education as fundamental to the development and inclusion in it of the "education for life".
