Goremykina Y. Evaluation of social services: methods and practice.

The thesis covers the developing of the methodological principles of evaluation of social services, which will facilitate the obtaining of objective information about state of the social services sector and will improve the quality of social services, also it will help in making the priorities of social policies. This thesis developed the methodical approach to the evaluation of social services through the integration of three components: the assessment of social services made by users, the assessment of social services made by the employees, who directly provide social services, and expert assessment of quality and adequacy of recourses for granting of social services using the algorithm of transformation of expert judgment in fuzzy multiple-descriptions. The integrated evaluation of social services at the level of the provider of social services was completed through the application of methods based on a combination of expert assessment and transformation of opinions of experts in fuzzy multiple-descriptions that can qualitatively evaluate the work of the institution and that is the basis for further monitoring. The author proposes the definition of the essence "the system of the granting of social services" as a system that implements the citizens' right of social protection through legislative confirmation of the types and forms of social service providing and principles of the organization of a network of specialized institutions in their realization for certain categories of citizens.
