Severin V. Forming of region strategy of population cultural and educational level development

Research object: development of cultural and educational level of population. Research purpose: ground of theoretical positions and development of practical recommendations on forming of strategy of development of cultural and educational level of population in the context of development of professional culture for social economic development of region. Research methods: approach of the systems, logical generalization and structural grouping; ekonometrical, ranging, homogeneity of information; statistical analysis, strategic management. Theoretical results consist in deepening, subsequent development and improvement of scientific practical positions in relation to forming of strategy of development of cultural and educational level of population in the context of development of professional culture. The practical value of research consists in development of scientific practical and methodical positions and recommendations in relation to keeping of measures on realization of strategy of development of cultural and educational level of population of region. Recommendations are utilized in-process: Managements of education and science of Donetsk regional state administration; Institute of economic and legal researches of the National academy of sciences of Ukraine; Donetsk general schools I-III stages №3, №20, №142; State higher educational establishment the "Donetsk college of building and architecture" of Departments of education and science of Ukraine; Institute of mining and geology of State higher educational establishment the "Donetsk national technical university" of Departments of education and science of Ukraine. Scientific novelty: essence of development of cultural and educational level of population is exposed in modern terms and the constituents of his forming are certain on directions of domestic and professional culture. Foreign experience of increase of cultural and educational level of population is generalized. The basic indexes of economic and social development of region are analyzed. The cultural and educational level of population of the Donetsk region is certain and his influence is appraised on socio-economic development of region. Conceptual bases of forming of strategy of development of cultural and educational level of population are specified in the context of development of professional culture. Measures are certain on realization of strategy of development on the stages and functions. The structure of the system of monitoring of achievement of purpose of strategy of development is improved and a social effect is appraised from introduction of measures of strategy. The sphere of the use is activity of Main administrations of education and science of regional state administrations; scientific establishments on the type of the advanced study; higher educational establishments; general schools I-III stages.
