The object of study: human capital assets. The aim of study: the providing of quality of human capital assets at the mesolevel by developing the methods of assessment and recommendations for their relevance to the labor market. Methods of study: expert assessments; method of qualimetry; methods of comparison and analogy; method of scaling; method of structural and logical analysis. The practical significance of results lays in fact that the developed methods and the received results were brought up to the level of recommendations and application tools which allow to conduct the assessment of the quality of human capital assets at the mesolevel and to complete the ways of their usage. Scientific novelty of results lies in fact that it was the first time when in assessment of the quality of human capital assets at the mesolevel the method of qualimetry was used. Were implemented: the system of indicators by their components simplifying through their decomposition onto the simple indicators and their definition by convolution of generalized indicators which are relevant to characteristics; the sequence of assessment of the quality of human capital assets. Further developments have got: the human capital assets theory by introduction of "quality of human capital assets" definition; the concept of human capital assets development by their components clarifying, the carriers of such capital identifying and fundamental approaches to assessment of human capital assets development.
